Wines approached Carlton for a trade. SA mustn't be a very happy place right now for footballers. Captain wanting out 12 months after signing a contract extension.

Correct. Port didn't think they were getting a fair trade for him. Rather than capitulate and get whatever they were offered, they decided they'd rather let Stevens go to Carlton via the PSD.

I also remember Sydney not letting Ryan O'Keefe go to Hawthorn when he wanted to get back to Melbourne for family reasons.

St Kilda weren't happy with the Luke Ball trade from Collingwood and sent him to the draft instead, where he promptly put a $500k contract on his head and Collingwood drafted him with pick 30. He played his second year on base salary.

Am I right in believing you can’t do what Ball did anymore re: price on your head in the draft?

You can, it applies to DFAs and the PSD too.
Not sure if the AFL would take too kindly to what Ball did though (split the ~$250-300k contract into a $500k one year, base second year).
