Better Care And Jobs: Work Begins On Footscray Hospital

Work on the biggest health infrastructure project in Victoria's history has begun with new designs unveiled for the $1.5 billion Footscray Hospital

Better Care And Jobs: Work Begins On Footscray Hospital

Work on the biggest health infrastructure project in Victoria’s history has begun with new designs unveiled for the $1.5 billion Footscray Hospital, which will deliver thousands of jobs and better care for Melbourne’s west.

Minister for Health Martin Foley today joined Member for Footscray Katie Hall to celebrate the milestone and turn the first sod on the bigger, better Footscray Hospital.

The new Footscray Hospital will replace the current hospital on Gordon Street, which was built in the 1950s. Set to open in 2025, it will support population growth across Melbourne’s western suburbs in the coming years.

Operated by Western Health, the new hospital will have over 500 beds, treat almost 15,000 additional patients and allow almost 20,000 extra people to be seen by the emergency department each year. There will also be more outpatient, mental health, palliative care and surgical services.

The designs reveal a first look at the hospital’s exteriors, green spaces, and street entries – creating a welcoming atmosphere for patients and families. It also includes wards that can operate in pandemic mode to allow for increased capacity if needed.

The new hospital will be a community asset and include facilities such as childcare, gymnasium, pharmacy, general practice and cafes. With a strong focus on sustainability, the design will enable the future electrification of the hospital to support Victoria’s transition to a net zero carbon economy by 2050.

The project will employ more than 2,000 people during peak construction and will be built using more than 90 per cent of materials, services and equipment sourced from local businesses. It is also expected to create over 250 new jobs once fully operational and attract additional services and investment to the area.

Under the Big Build Apprenticeships program, the Andrews Labor Government is providing 1,500 opportunities to Victorian apprentices and trainees each year to kickstart their careers on projects including the Footscray Hospital.

It’s part of the Labor Government’s $8 billion pipeline of health infrastructure – the biggest health building program in the state’s history.

As stated by Minister for Health Martin Foley.

“This bigger and better hospital will cut waiting times and take pressure off other Melbourne hospitals, so patients in Melbourne’s west can get the world-class care they need faster and closer to home.”

As stated by Minister for Training and Skills Gayle Tierney

“The Big Build Apprenticeships program makes it possible for local apprentices to work on the new Footscray Hospital and other exciting projects across Victoria – a contribution they can be proud of for years to come.”

As stated by Member for Footscray Katie Hall

“This is an exciting day for Footscray and Melbourne’s west. This project will create thousands of local jobs during peak construction and will be built using materials, services and equipment sourced from local businesses.”

The new Footscray Hospital will replace the ageing Footscray Hospital on Gordon Street, which was built in the 1950s.
        Project name

        New Footscray Hospital

        Value

        $1.495 billion

        Status

        Request for Proposal released

        Department and agency

Department of Health and Human Services and Western Health

        Description

The new Footscray Hospital will replace the ageing Footscray Hospital on Gordon Street, which was built in the 1950s.

The new 504 bed hospital will be built at the corner of Geelong and Ballarat roads in Footscray providing acute and specialist facilities, clinical support spaces, teaching, training and research spaces, and carparking.

Building a bigger and better Footscray Hospital will cut wait times and reduce pressure on nearby hospitals. With an increase of nearly 200 beds, the new hospital will treat almost 15,000 additional patients and enable around 20,000 additional people to be seen by the emergency department each year.

The hospital will be delivered as a Public Private Partnership in accordance with the Partnership Victoria Requirements. Procurement commenced in June 2019 with the release of an Invitation for Expressions of Interest. The following three consortia have been shortlisted to design, construct, finance and maintain the new Footscray Hospital:

Advance West comprising: Tetris Capital, John Holland, John Holland Services and ISS.

Exemplar Health comprising: Capella Capital, Lendlease and Spotless.

Plenary Health comprising: Plenary Group, Multiplex, Honeywell and Compass.

The Request for Proposal was released to the three shortlisted bidders in November 2019, with construction due to commence in late 2020 and the new hospital to open in 2025.

In October 2020, Plenary Health consortium has been announced as the preferred bidder to enter into an exclusive negotiation with the Victorian Government to deliver the new Footscray Hospital – the largest ever health infrastructure investment in the State.

Construction is set to commence immediately upon contract award and is on track to be completed in 2025.

Across the road from my old Uni. The plans make it look huge.
They say Burt Lancaster has one, but I don't believe them.

That's great for for the people of the west but I hate how these things are used for political point scoring.

Our local hospital was built in the 1930s. It is so far away from being fit for purpose almost 100 years later it is laughable. We have been crying out for a new hospital for the rapidly growing population (Covid has only increased the people moving further from the city) for decades, yet because it's a safe Liberal seat there's more chance a getting a monorail built than a hospital (Brockway, Ogdenville, and North Haverbrook have one and by gum it's put them on the map).

It's similar to Melton. 150k people, vline trains, horrid services due to being safe Labor seat.
Theres actually a Liberal party poster spruiking the electrification of the train line there from 1971.

                  Thanks.

It was when the hospital was called Footscray and District Hospital. I also had my appendix out when I was 4 at that hospital.

A Ghost, I thought you were off the substances (sorry just a joke)

Try catching a vline train from Gippsland. We were 30 minutes late on Sunday for no reason other than being stuck behind metro services on the Pakenham line. Badly need a dedicated line into the city but will never happen (unless they build that monorail!).

Funnily enough I am sure the line used to be electrified out here but they pulled all the infrastructure down years ago.

Well I guess thats the kicker. Melton is 35 k from the cbd with the same level of service. Pakenham and Frankston are 70+?
It's a joke, if you're in Gippsland fair enough you get regional services but for a suburb that's officially Melbourne it's beyond pathetic.

Fair enough, sounds like a crappy situation.

Pakenham (where the metro trains terminate) is about 60kms from the CBD and that's the issue down this way - the south east suburbs extend so far (and will extend further - big estates are planned on the eastern side of Pakenham towards Nar Nar Goon) that whether by rail or road you hit congestion a long way out.
