What part of that would lead the club to believe he couldn't play in a practice match at state level? Was it not a pre-season competition match for the VFL?

That's my point, it says he can play, along with it being common practice that suspended players can play in pre-season games, practice matches, etc.

The problem is that the game was on the same weekend of the game he was suspended for. He can play practice games that would otherwise add to the amount of weeks.
