Has some relevance, it depends on what if anything is heritage listed inside the pub. This has implications for what a new tenant / owner can / can't do. As a buyer you'd be wary buying the pub and completely altering the inside of it to suit a retail premises if you have to jump through a million legislative hoops to do so. That being said I would assume the overlay covers the outside building / architecture or the general facade. This means you can't alter the structure itself but you can deck it out on the inside anyway you choose.
