    As the rollout of the National Broadband Network continues across the country, a consumer group calls for a better deal between NBN and telecommunications companies.

    It has been revealed households are experiencing slower peak internet speeds because of a fee dispute between the NBN and retailers.

    Tom Godfrey from consumer group Choice says there is a lot of customer dissatisfaction.

    "The NBN was sold as the cure-all for our internet problems, but our own research has found 60 per cent of people on the NBN over the past six months had issues. Topping the list, we're talking about speed issues, disconnections, dropouts."

    The $49 billion construction bill for the project is being linked to service complaints.

    The NBN company has been forced to charge retailers such as Telstra and Optus higher bandwidth fees to recover the cost of the rollout.

    As a result, telcos are only buying the minimum amount, leading to slow net speeds at peak times.

    NBN effectively sells bandwidth wholesale to the network.

    Executive manager Tony Brown says it is reducing charges to retail service providers.

    "Bandwidth, or CVC, is plentiful outside of peak times, so people in the morning can get very high speeds,” he said.

    "But what they're finding is, at peak time, when everybody's on the network, those speeds can go down. And people get frustrated with that."

    To ease that frustration, Brown says internet users need the right plans from their providers.

    "If you're an end user who wants high speeds, who wants a faster speed - 50 megs or 100 megabits per second - you must ask your RSP for that speed, and they will, if the network can provide it, they will deliver it."

    Some customers have complained on social media of getting just one-hundredth of what they paid for.

    Tom Godfrey, also from Choice, says the merits of the NBN are still to be judged.

    "At this stage, I think the NBN is throwing up a lot of questions, and that's why we need to survey, we need to survey in real time, to find out whether or not the stated speeds you're getting in all the marketing material are actually being delivered."

    For its part, the NBN says it is confident it can provide enough bandwidth on the network to enable the controversial project to live up to its hype.

        I've heard people say it's slower than before it was put in in some areas .
        I don't have the internet I just have my phone and use that so I don't have an issue.

          Me to ATM. If I want to use unlimited to d/l something or mindlessly watch YouTube I go to my mum's place, at home I tether off my mobile. It's not a huge problem I really only visit WOOF and Facebook and trove.

          As far as the NBN it's silly that I live in west Footscray 15 minutes from the city and the stupid NBN isn't here yet. It's across the road (railway tracks actually but it's what's between us and the neighbours across the way) and down the road and up the *!*!*!*!ing road. But not here for some reason. On the map it's like we have a force field that repels NBN vans.

            I think we've had NBN at our place for nearly 2 years. Can't say I've had a problem. My wife is home most days with our young kids, we have iPads, Apple TV etc etc and don't have any dramas - possibly one 'drop out' in 2 years.

              The trouble with the NBN is the Liberal government decided to dumb it down by not having Optical fibre to every building, but rather have optic fibre to the node then rely on copper wire to the home. It is basically a joke they went down this path, and once more Australians are being ripped off and left behind the rest of the world.

                Let's just say the government of the day had this particularly brilliant idea, all the parties have their own brilliant ideas But guess who the minister responsible for doing the NBN on the cheap was?
                They say Burt Lancaster has one, but I don't believe them.

                  He claimed 25mbps was enough for Australians, yet in places like South Korea they are aiming for 1000mbps. At that rate you can down load a movie in seconds.

                    It's short shortsightedness on steroids, our management of the NBN. The taxpayer is being shortchanged unbelievably, and will eventually have to cough up again.

                    When you have people who do not understand technology and where it's going implementing technology policy it's always going to end badly.

                          Even putting aside what speeds we do or don't need, all copper will eventually have to be replaced whether it be in the short term or long term. So why not do it while you have the people and equipment ready to do so and already on location?

                          Just seems inefficient to me.

                            The same reason they don't upgrade major roads and freeways before it becomes a problem.
                            They do the cheapest possible job knowing that it will have to be upgraded again in the near future, but that will be someone else's problem and they can pay for it.

                            Don't invest for the future because these people who make the decisions are only in power for a short time.
