I was reading Wisden about this tactic & it was stated it a was a practice first adopted by Barkly Street in the Western Suburbs Churches Comp!

Sorry to quote my own post, but a good old Footscray boy, who's now an Aussie selector had this to say:

        Hughes backs England tactics

Parts of the article are below:

Australia selector Merv Hughes claims his team would also have used delaying tactics if in a similar predicament to England's last Sunday.

Hughes told Sky Sports News: "I would say either team in the situation would take any advantage they can to get less and less overs in, especially if they are nine wickets down.

"The team that is doing it is always going to be criticised but the team criticising; if they were in the same situation, if one of our batsmen had cramp or whatever and needed the physio's attention - then he would have been out there for as long as possible.

England pulled this stunt - Australia didn't. Whether they would have is speculation.

What is undeniable, is this is against the spirit of the game and almost childish in its execution.

England stands condemned for doing it, as do the umpires for allowing it as does the referee who took no action because, "the umpires did not raise it in their report" - what rubbish.
