    Victorian coronavirus stay-at-home orders reimposed across Melbourne hotspot suburbs

    Victoria will reimpose stage three restrictions on 10 postcodes across Melbourne until at least July 29 in a bid to contain an "unacceptably high" number of new cases detected in the past few days.

    Key points:

    - There will only be four reasons for people in the 10 postcodes under lockdown to leave the house

    - An inquiry will be launched into Victoria's hotel quarantine program after significant infection control breaches were found

    - Premier Daniel Andrews has asked for international flights to Melbourne to be diverted for the next fortnight


    From 11:59pm on Wednesday, residents in the following postcodes will be restricted from leaving the house except for essential purposes: 3012, 3021, 3032, 3038, 3042, 3046, 3047, 3055, 3060, 3064.

    Premier Daniel Andrews also announced a judicial inquiry into the state's management of hotel quarantine after a number of cases through late May and early June were linked to infection control breaches.

    He has also requested that international flights be diverted from Melbourne for the next fortnight, to cut the number of arrived travellers who need to be housed in hotel quarantine.

    "I haven't got the answer from the Commonwealth yet but I'm pretty sure the answer will be yes, there will be no further flights arriving," he said.

    "Today's flights will be the last ones for a period of two weeks."

    The announcement came after Victoria recorded 64 new coronavirus cases overnight, the 14th consecutive day of double-digit case increases in the state.


    Only four reasons for people in lockdown to leave home

    Mr Andrews said the "extraordinary steps" were necessary to contain a surge in infections.

    "We know that suburban lockdowns, stay-at-home orders are a series of restrictions that work," he said.

    Suburbs under stay-at-home orders from Thursday

    3012: Brooklyn, Kingsville, Maidstone, Tottenham, West Footscray

    3021: Albanvale, Kealba, Kings Park, St Albans

    3032: Ascot Vale, Highpoint City, Maribyrnong, Travancore

    3038: Keilor Downs, Keilor Lodge, Taylors Lakes, Watergardens

    3042: Airport West, Keilor Park, Niddrie

    3046: Glenroy, Hadfield, Oak Park

    3047: Broadmeadows, Dallas, Jacana

    3055: Brunswick South, Brunswick West, Moonee Vale, Moreland West

    3060: Fawkner

    3064: Craigieburn, Donnybrook, Mickleham, Roxburgh Park and Kalkallo


    "We have all been through that journey, we have all been through that process and we know that at the end of that process we are then able to begin the process of opening up."

    Mr Andrews said more than 93,000 tests had been conducted since a testing blitz of hotspot suburbs began last week, but 928 people in Broadmeadows and Keilor Downs alone had refused to be tested.

    He said people in the 10 postcodes would only have four reasons to leave their homes: for work or school, for care or caregiving, for daily exercise, or to get food and other essentials.

    The return to stage three restrictions in those postcodes mean gatherings will be limited to family members or two people only, and cafes and restaurants will now be able to open for takeaways only.

    Gyms, swimming pools, cinemas, play centres and other community activities will be closed across the lockdown zones.

    "This only works if people comply, this only works if people use common sense and I am confident those communities will do that," he said.

    People who must attend work in those postcodes or provide care to someone in person will be allowed to enter.

    Face-to-face learning will continue in schools within the 10 postcodes in lockdown for now, Mr Andrews said.

    "On the advice of the Chief Health Officer we are seeing no real evidence of transmission between kids and adults," he said.

    "We are seeing no real evidence that school attendance is a big driver of the spike in cases."


    Police to patrol suburbs under lockdown orders

    Mr Andrews said Victoria Police would be patrolling the suburbs covered by the 10 postcodes to enforce the lockdown.

    He said on-the-spot fines would be issued for those outside their homes without a permitted reason.

    "This is the public health advice. This is what we must do now. If we do not do this now then I won't be locking down 10 postcodes, I will be locking down all postcodes," he said.

    "We need every Victorian family, particularly those in these lockdown postcodes to know and understand that whilst this is deeply inconvenient for you, you are making a massive contribution for the whole state and indeed the whole nation.

    "If you are sick, you cannot go out. The only thing you should be doing if you are sick is getting tested."

    Victorian Chief Health Officer Brett Sutton said recommending lockdowns came after the "significant increase" in cases over the past couple of weeks.

    "That is a significant doubling rate and it was that trend and the fact that we had to turn it around that prompted me to take these actions," he said.

    "This is a heartbreaking turn in the epidemic but these are the right public health actions and we know that they can work."

    When asked whether partners or spouses who lived either side of a suburb in lockdown could visit one another, Professor Sutton said that had not been decided yet.

    He said authorities would provide an answer before the lockdown took effect at 11:59pm on Wednesday.


    Residents in lockdown suburbs concerned for health and livelihoods

    The postcodes going into lockdown were home to 311,592 people in 2016, according to Australian Bureau of Statistics data.

    Earlier on Thursday, one man who was waiting to get tested in Jacana said lockdowns should have been brought in sooner.

    "And I think they should do more policing in the shopping centres, telling people to keep left," he said.

    One woman in Roxburgh Park said she would like to see lockdowns to help stop the virus spreading further.

    "We're scared about the elderly and the sick people, we should be worried about them," she said.

    A woman who had lived in the Broadmeadows area for 59 years said she felt many people had done the right thing by getting tested.

    But she said was worried for people's livelihoods: one of her children was on JobSeeker and another was on JobKeeper.

    "It's the mental health of people — losing their jobs, all the businesses," she said.

    "That's my main worry, how are we going to get back to the life that we had."

        My postcode somehow missed out on being locked down although surrounded by suburbs that are, but my old man goes into lockdown at 11:59 tonight, a minute before his birthday!! And I have a sister that is in hotel quarantine who gets out this afternoon so will only have one quick opportunity to see Dad in the short time back in Australia. Not ideal - but we'll be putting the greater good first obviously.

          Luckily I’m not in those hotspot postcodes but let’s hope soon for those people who are in those postcodes will be able to return to normal get it under control again so we don’t have to all lockdown once again. Certainly understand people’s frustrations in those hotspot areas. Feel sorry for all the small business people there.

            Which area Ozza? Yeah it’s amazing cause I think parts of the inner west Footscray, Yarraville and inner north Brunswick, Brunswick East for example aren’t targeted in the lockdown.

              Although I've always thought that I live in Kingsville and I went to Kingsville primary school around the corner from our house it turns out that our postcode is 3013 and technically we live in Yarraville. I thought that the biggest advantage was real estate prices but now being able to leave the house during lockdown is a good one too.

              I lived in West Footscray for nearly 25 years before we moved back last year. My dad asked me to move in with my mum just before he died a couple of years ago. My son was cool with it so we moved over. Luckily as it turns out.
              They say Burt Lancaster has one, but I don't believe them.

                      More suburbs in lockdown as Victoria records 108 new coronavirus cases

                      More suburbs in Melbourne's inner-north will be placed in lockdown from midnight on Saturday after Victoria recorded 108 new coronavirus cases and a large cluster emerged in public housing towers.

                      The suburbs of Kensington, Flemington and North Melbourne, in postcodes 3031 and 3051, will join 36 others where stage three coronavirus restrictions apply, meaning residents can only leave their homes for four reasons: food or essential supplies; medical care or care giving; exercise; or for work or education.

                      A large cluster has emerged at the Flemington and North Melbourne public housing estates, where there are more than 23 cases among 12 households.

                      As a result, a "hard lockdown" will apply to nine public housing towers. The hard lockdown – the most severe restriction imposed so far – will mean that all residents in the towers will be confined to their apartments. All residents in the towers will be tested.


                      "There will be no one going in. And no one will be allowed out," Premier Daniel Andrews said.

                      "This represents a challenge we've not yet encountered. This is not like an outbreak spread across multiple homes or multiple suburbs.

                      "The close confines and the shared community spaces within these large apartment blocks means this virus can spread like wildfire."

                      The increase of 108 cases is close to Victoria's highest-ever daily total, when 111 were recorded on March 28 and comes after the state recorded 66 new infections on Friday, 77 on Thursday and 73 on Wednesday.

                      "Today's numbers represent the second-biggest increase in confirmed cases since this began – and the biggest jump since March 28," Mr Andrews said.

                      "As these figures show, we are still on a knife's edge."

                      The outbreaks which began in the state's hotel quarantine system have spread rapidly in the northern and western suburbs, where more than 300,000 residents are subject to renewed stage three lockdown rules.


                      The Age has revealed that key players in Victoria's hotel quarantine system warned Chief Health Officer Brett Sutton of major problems with the scheme in April, more than a month before the first outbreak was detected.

                      Professor Sutton and other top public health officials were told about inadequate supply of masks and gloves, poor infection-control protocols and breaches of physical-distancing guidelines by hotel staff, security and health personnel.


                      The concerns were raised by senior players in the hotel quarantine system, who spoke to The Age on the condition of anonymity as they did not have authorisation to speak publicly about the program and their employment could be jeopardised if their identities were revealed.

                      Two Kmart stores were closed on Saturday for deep cleaning after staff members tested positive for the virus.

                      A sign outside Kmart's Brunswick store at Barkly Square shopping centre thanked customers for their understanding and cooperation, while the Footscray store was also closed.

                      A spokesman said the two cases were unrelated.

                      "At Kmart, the health and safety of our team and customers is our highest priority and we can confirm that a team member at our each of our Brunswick and Footscray stores has returned a positive result for COVID-19," the spokesman said.

                      "As soon as we were made aware, we immediately closed the store as a safety precaution and commenced a thorough sanitisation of the store. We are working closely with the Department of Health and will continue to keep our team and customers informed."

                        Great. I was at the Coles that is colocated with Kmart in Footscray today. In fact I visit it everyday.
                        They say Burt Lancaster has one, but I don't believe them.

                                Fresh bread rolls. Coles sells them in packs of six which is exactly how many we go through every day. I have to go to the chemist everyday to pick up a medication I need so it's not like I'm making a trip I don't need to make.
