From the sounds of it, it's more that the family are utterly filthy about how the doctors clearly let someone back out there that never should have gone out that was in danger of losing their spleen.
As a player if you think you're right to go it has to be really obvious for the medicos to hold you back. I understand the family's angst, but Petracca going onto the ground again is largely on him and the fact that his type of injury takes a while to really bare its teeth.
